HEMS should be considered

1. If the response time of the first pre-hospital unit exceeds 15 min and the nearest HEMS unit could reach the scene at least 10 min before this unit, or

2. In the event of a time-critical incident where the transport time to the nearest trauma hospital is expected to exceed 30 min, and HEMS deployment will reduce this time
